Attach the peppermint candies to the tootsie pop by wrapping wire around one end of the candy wrappers. (Pull tight using needlenose pliers.) Take a large pen and poke a hole all the way through the center of the ball. Secure the ribbon with dressmaker pins at one end and basically just wrap the ribbon around the ball through the hole. At each end of the hole, secure the ribbon with a pin.
Cut pieces of curling ribbon into approximately 12″ pieces. Tie a piece to a wire ring or wreath form. Any size can be used, but you may need more candy for larger rings. Make a loop on one side of curling ribbon close to ring, as if tying a bow.
